This is a 10 inch tall (sits 8 inches high) plush Baby Love-a-Lot Bear from the Care Bears, dated 2004 by Prestige Toy. This Care Bear talks. When you squeeze her, she recites Hey Diddle Diddle, as shown in the demonstration video on my BitChute channel at https://www.bitchute.com/video/Ipv0qNoBPiH4/. She has some light scuffs and scratches on her nose, and her tag has some damage, as the close ups should show. Also, this one has a factory error. Her nose, as you can see, was put on crooked. Lastly, her battery is sewn in, so when it dies, you will need to cut her open and resew to replace it.
